Fernando Ruiz has a mining engineering degree majoring in Geology and Geophysics in the Mining School of Madrid, Spain. He joined Repsol as production engineer and finally drilling engineer in 1997. His overall career in Repsol has been in offshore drilling, completions and workovers. Presently, as Engineering Manager in the Offshore Drilling and Completions Group in Repsol since 2007, he coordinates the engineering for the offshore drilling operations globally at first, then focusing in Brazil.

Mr. Lippold works for the energy department of the Commission's Directorate General for Energy on European oil and coal related legislation. His portfolio includes the European oil upstream and downstream sectors and related refinery products and product markets. In 2009 he led a study assessing the competitive aspects of the oil product markets in the EU 27.
Prior to his current position he had been working in the oil industry for many years. He joined ExxonMobil in 1992 to become Head of Department for Financial Reporting and Analysis for the company's Central European activities, followed by several management positions in the areas of Finance, Marketing and Information Technology. His most recent positions before joining the European Commission were Fixed Assets Manager for Europe, ExxonMobil Hungary BSC and ERP Systems Change Manager for Finance, ExxonMobil CAS.
Mr. Lippold holds an Economics degree from the University of Hamburg and an MBA from Solvay Business School, Brussels.

Ashootosh Garg has over 21 years of experience in the industry. He has worked in various positions and has been associated mainly with Offshore Exploratory and development drilling and completion operations. During his first years he worked in shallow water with Jackup Rigs also in HTHP environments. Later on he worked in deepwater drilling and completion operations. During these years he has worked in planning, engineering and operations. He has been working in Reliance Industries for 13 years. He has also played a significant role in the drilling and completion of high rate gas wells in Reliance D6 field.

Paul Groves joined Petrofac in June 2009. Managing director of Petrofac’s Training Services business, Paul has overall responsibility for developing and running the group’s global training and consultancy business.
Paul previously worked with Shell from 2001, where he held a number of business development-led roles within the organisation. A Chartered Engineer and Scientist, Paul started his career as a lecturer of physics at Oxford University before moving into a number of management and development roles in organisations such as Alcan Aluminum Limited and British Gas/BG PLC.

Randall Luthi became President of the National Ocean Industries Association (NOIA) on March 1, 2010.
An attorney and rancher from Freedom, Wyoming and a former Speaker of the Wyoming State House of Representatives, Luthi has an impressive background in government service and the private sector.
He most recently served as the Director of the Minerals Management Service (MMS) at the Department of the Interior (DOI) from July 2007 through January 2009. Immediately prior to directing MMS, Luthi served as the Deputy Director of the Department’s Fish and Wildlife Service (FWS).

Benton F. Baugh, Ph.D., P.E. is President of Radoil, Inc. which does oilfield engineering and manufacturing and Baugh Consulting Engineers, Inc. which does oilfield related consulting and expert witness work. Significant product areas are Reels for Deepwater Control Systems, Deepwater Drilling Riser Centralizers, J-Lay Pipeline Towers, Arctic Platforms, and pipeline blockage remediation activities.
He is a registered professional engineer having earned a BSME degree from the University of Houston and earned MS and Ph.D. degrees from Kennedy Western University. Prior to starting his own businesses, he worked with Beta Division of Brown Oil Tools, Vetco Valve Company, Vetco Offshore, Cameron Iron Works, Camco, and Bowen Tool Company
He is a member of the National Academy of Engineering, an Adjunct Professor at the University of Houston, a Fellow in the American Society of Mechanical Engineers; and a member of the Marine Technology Society. He has written numerous technical papers, holds more than 100 patents, has been Chairman of the ASME Petroleum Division, President of the University of Houston Engineering Alumni Association, Chairman of the ASME/UH OTC Cajun Crawfish Boil, on the Board of Directors of the Offshore Technology Conference and on the Board of the Offshore Energy Center.

Javier Estrada studied Business Management at the Universidad Iberoamericana in Mexico City. Afterwards, he attended the University of Paris where he undertook studies in public economics and graduated with a Masters in International Economy and a pre-doctoral Diploma in Political Economy.
The 15th of May of 2009, the President of Mexico named him Commissioner of the newly created National Hydrocarbons Commission (CNH). The purpose of the CNH is to supervise and regulate the exploration and production of Mexico’s hydrocarbons. Within this context, Estrada’s task is to both design and write-up internal and external regulation pertinent to the Commission.
Between 1986 and 2002 Mr. Estrada was Commissioner of the Energy Regulation Commission. During this time, he coordinated the establishment of the regulatory framework for the distribution of natural gas and the relevant permits for 21 urban areas throughout the country. He also promoted the regulation for the establishment of reception terminals and storage of liquefied gas in Mexico and oversaw the granting of contracts in Altamira and Baja California.
From 1983 to 1985 he functioned as Director of Energy Studies in a number of institutes and companies in Norway including the Norwegian School of Management, Saga Petroleum and the Fridtjof Nansen Institute. He is the author of various books and international publications on the energy industry, the environmental challenges it faces and the natural gas industry.
Javier Estrada has held the presidency of the Mexican Association for the Energy Economy and the Mexican Association of Oil Service Companies.
